Legal Cannabis Delivery in California
Since Proposition 64 passed in November 2016, recreational cannabis has been legal in California for adults 21 and older. The Department of Cannabis Control (DCC) regulates all commercial cannabis activity including delivery. Every legal delivery service — including Kwiki — must be licensed, tracked in METRC, and compliant with state and local regulations.
Who Can Order?
- Adults 21+ with a valid, unexpired government-issued photo ID
- Medical patients 18+ with a valid California Medical Marijuana ID Card (MMIC) or physician's recommendation
The Ordering Process
- Verify your age. Every cannabis website must require age verification before browsing.
- Browse the menu. Licensed retailers display DCC-compliant product info: THC/CBD content, batch numbers, and lab testing.
- Place your order. You'll be asked for a delivery address, billing info, and sometimes an upfront ID scan.
- Driver dispatches. A licensed delivery driver is assigned and begins route. Orders must complete within the legal manifest window.
- Verification at the door. The driver will check your ID against the ordering name and scan it for age compliance. No ID = no delivery (and no refund).
- Payment. Most California delivery services accept cash, debit (via pinless point-of-sale systems), and some digital wallet options. Credit cards are not federally permitted for cannabis purchases.
Delivery Limits
State law limits how much cannabis you can possess at one time:
- Adult-use: 28.5g of flower, 8g of concentrate, 6 live plants
- Medical: Up to 8oz (with physician recommendation allowing more)
Where Can Delivery Happen?
Licensed drivers can deliver to any private residential address in California — not just cities that license retail dispensaries. This is a major benefit of delivery: cities that have banned brick-and-mortar dispensaries (most of Orange County) still receive legal delivery.

Delivery Cannot Happen To
- Federal property (post offices, military bases, national parks)
- Public parks or sidewalks
- Schools or daycares
- Hotels or motels (most)
- Out-of-state addresses
Your Rights as a Customer
- Every product must have a Certificate of Analysis (COA) available on request
- Any cannabis product that is damaged, mislabeled, or defective can be returned
- Your delivery information is protected under California's privacy laws
- Drivers cannot enter your home — all transactions happen at the door
